cc65 is a development environment (C crosscompiler/crossassembler) for 6502 systems like the Commodore 64. The C and runtime libraries are easily portable and can therefore be easily adapted under 6502 machines, which is why a version for the Atari XL/XE also seems possible (the original version is from the Atari, by the way).
